Here is an overview of all the activities involving community for the purpose of participation.

Overview

In developing the new Cultural Plan in late 2019, the community was vocal in its desire for a revived program of Public Arts works and to ensure this was undertaken to align, creative, economic, liveability and visitor attraction opportunities across the region; to integrate Public Art across the LGA and to see it as fundamental to our urban development.

To support this community feedback it was included in the 2020/2025 SPARC Dubbo Regional Council Cultural Plan as a major outcome.

The draft Dubbo Region Public Art Strategy 2023-2033 offers a clear roadmap for the creation and preservation of culturally significant public art, aligning with the region’s vision and values.

It provides principles and a thematic approach to ensure art projects reflect the community’s aspirations, defines public art typologies, addresses governance, and emphasises the Lifespan of artworks and their maintenance, and establishes the Dubbo Region Public Art Collection to preserve the region’s historical and cultural heritage.

This Strategy serves as a comprehensive guide for planning, creating, and maintaining public art in the Dubbo Region.

Consultation and engagement activities

    ARTSCAPE are specialists engaged to deliver consultation sessions on the draft public art strategy across our region.

    • 3 within Wellington
    • Online portal for feedback



  • Community Consultation

    During our consultation sessions we heard from;

    • 16 participants in Dubbo
    • 11 participants in Wellington
    • 32 Online Submissions


    Resulting in 59 formal submissions on the Public Art Strategy

  • Industry & Sector Consultation

    28 Stakeholder Groups were also consulted across a further 14 sessions including;

    • Chamber of Commerce
    • Destination Dubbo and Outback
    • Taronga Western Plains Zoo
    • Urban Planners and Developers
    • Artists and Creatives
    • Tourism Operators

Next Steps

Once adopted, the Public Art Strategy empowers our Cultural Development Team to implement a series of measures to ensure the continued growth of public arts in our Local Government Area.

We anticipate that, come mid-2024, the following projects will be set in motion.

  1. Audit of all current Public arts works in the LGA
    • Including location, Images, basic condition report and basic maintenance assessment.
  2. Development of the process to create the PAAP (Public Art Advisory Panel
    • Including timelines, application process, terms of reference
  3. Assessment and Identification of priority locations for the installation of new works.
    • Identification of locations owned by Dubbo Regional Council where Public Art Works Can be prioritised.

Submission Process

In accordance with the Personal Information Protection Act 1998, written submissions received by Council containing personal information may be made public when the matter goes before Council for consideration, as it may be included in Council’s Business Papers. Persons have the right to remain anonymous if they so choose by refraining from submitting their personal information, however, the submission may be given less weight in the overall assessment and consideration of the draft Policy.
