Overview

The draft Event Permit Policy and the draft Event Support Policy are the result of an action out of the adopted Dubbo Regional Events Strategy 2025-2030.

Together, they form a two-part system. The Permit Policy ensures events are safe, compliant, and appropriate for public land whilst the Support Policy ensures events are nurtured, promoted, and strategically aligned with community and economic goals.

We encourage all members of the community to review both policies and share their views.

These policies will be open for feedback until 9am, Tuesday 13 January 2026.

Draft Event Permit Policy

This policy is Council’s compliance and permitting framework. It governs how events can legally and safely take place on Council‑managed land.

The purpose

  • It provides transparent, equitable guidance to event organisers on using Council land for events.
  • Ensures compliance with legislation and best-practice event management.
  • Sets timelines, documentation requirements, and risk management standards.

Key Features

  • Scope: Applies to all public events on Council‑managed land, including festivals, sporting events, circuses, and community gatherings.
  • Event categories: Defines events by size (Micro, Small/Medium, Large, Significant), with tailored requirements for each.
  • Mandatory documentation: Includes insurance, risk and emergency management plans, waste management plans, and food vendor notifications.
  • Assessment and agreements: The Events Team reviews all documentation, arranges deposits if required, conducts site inspections, and facilitates post‑event debriefs.

Draft Event Support Policy

This policy is Council’s strategic support framework. It governs how Council invests in and nurtures events to grow the local economy, boost tourism, and strengthen community wellbeing.

The purpose

  • Outlines the levels of support Council provides to events to achieve strategic, cultural, and economic outcomes.
  • Ensures transparency in how Council assists both locally organised and externally attracted events.

Key Features:

  • Scope: Applies to both local community events and major externally organised events.
  • Support areas: Delivered through time, tools, and tactics (e.g. staff guidance, planning resources, promotion, and training).
  • Event tiers: Three levels of support—Tier 1 New/Emerging, Tier 2 Established, Tier 3 Proven. Funding increases as events mature.
  • Destination events fund: A strategic budget to secure large‑scale events that deliver significant economic and social benefits.
  • Assessment criteria: Funding decisions are based on organiser capability, audience appeal, timing, inclusiveness, sustainability, and alignment with the Dubbo Region Events Strategy 2025–2030.
