Overview
We are seeking your feedback on the revised Code of Meeting Practice which guides and governs the delivery of Council meetings.
Some of the key changes are;
- Confer power on Mayors to expel Councillors for acts of disorder.
- Councillors will now be required to apologise for an act of disorder at a meeting.
- Banning briefing sessions, council will no longer be able to hold pre-meeting briefing sessions in the absence of the public.
- Extend the period that recordings of Council and Committee meetings are held on Council’s website.
The majority of the provisions within this Policy are mandatory under the new 2025 Model Code of Meeting Practice. The additional non-mandatory provisions have been updated from the previously adopted code have been updated and are indicated below.

- Administrative changes have been made to update information on the following:
- Title of Chief Executive Officer has been reverted to General Manager throughout the document.
The mandatory provisions of the Model Code of Practice Meeting will come into effect as of 1 January 2026.

Submission Process
In accordance with the Personal Information Protection Act 1998, written submissions received by Council containing personal information may be made public when the matter goes before Council for consideration, as it may be included in Council’s Business Papers. Persons have the right to remain anonymous if they so choose by refraining from submitting their personal information, however, the submission may be given less weight in the overall assessment and consideration of the draft policy.
