The 2025-2029 Delivery Program, will determine how we deliver on community needs and priorities over this period. We are seeking community feedback to influence this process and identify high-priority focus areas over the coming years.
We invite all members of our communities across the region to participate in this engagement and welcome your insights and thoughts.
Council have engaged the services of Delos Delta to facilitate this engagement and develop insights across the regional community to assist the strategic process. Engagement sessions will be conducted by a team member from Delos Delta, with assistance from Council officers.
We will be collecting survey feedback until 9am, Monday 6 January 2025.
This is our first release of consultation events, we intend to deliver approximately 17 sessions across October and November as an opportunity for the community to get involved and hosted by Delos Delta.
Please explore the events below to find the most convenient for you. We encourage you to join us and share your thoughts in shaping our 2025-2029 Delivery Plan to inform this process and identify priority areas for the coming years.

Council is required to develop a 4 Year Delivery Program to support outcomes for the recently elected bodies term.
This program is a legislative requirement within our Intergrated Planning and Reporting Framework, which you can view here.

This is the overall framework that aligns all of our planning and reporting functions required by Local Government.
It demonstrates we are operating in a transparent and accountable environment. The documents represent how we are working with the community to plan for the future.
The 'Towards 2040' Community Strategic Plan is the highest strategy that guides and influences the direction of Dubbo Regional Council, the community and other levels of Government through to 2040. The Plan and associated documents have been created with ongoing and detailed community consultation.
The 'Towards 2040' Community Strategic Plan is the central component of the Integrated Planning and Reporting Framework under the Local Government Act 1993. It seeks to provide a blueprint for achieving the community’s vision and aspirations for the future, while being flexible and fit for purpose over the term of its life. The Community Strategic Plan must cover a minimum timeframe of 10 years.
The Delivery Plan includes strategies for a four (4) year period, while the Operational Plan includes activities for a one (1) year period. Supporting these documents is the Resourcing Strategy which includes the Workforce Management Plan, Long Term Financial Plan and Asset Management Strategy.
The Delivery Program is generally a four-year plan that covers the term of our elected Council. To create our Delivery Program, we asked what we can achieve over the next four years to bring us closer to the community’s vision and priorities outlined in our Towards 2040 Community Strategic Plan.
The Operational Plan 2025/2026 outlines the actions and projects that will be undertaken for each objective and identifies primary responsibilities. The resourcing strategies support these documents and provide us with important information about our current resources and show our consideration of the staff, assets and money required to deliver the actions and projects.
The Delivery Program and Operational Plan are combined in a single document to make it easier to understand, easier to read and more straightforward for our community.
