Review of Community Halls

Overview

We are currently reviewing six of our community halls that are managed by our Community Services Team across the Dubbo Region. We want to hear from all community groups who have used the following halls in the past 12 months:

Dubbo Pipe Band Hall

Pipe Band Hall South

Dubbo Bridge Club

Wongarbon Hall

Wellington Senior Citizens Centre

Mumbil Hall

Your insights will help us understand how these spaces are used, what could be improved and what they mean to community. This will guide future planning to ensure our halls stay accessible, relevant, and responsive to community needs, now and into the future.

We know there are other council-managed halls in the region. While they’re not part of this initial review, they may be included as the project evolves.

Council endorsed

Report CCL235/119 – Ordinary Council Meeting 5:30pm, Tuesday 27 May 2025.
Carried Motion:
1. That the CEO provide a report to Council outlining the status of community buildings, the costs to maintain them and other elements important to understand regarding their continued sustainability and needs of the community.
2. That the report also outlines how council can make the best use of the facilities for our community and the community groups who use these facilities.
3. That the report outlines the different ways Council can offset the costs for users through external funding such as Voluntary Planning Agreements.

Stakeholder engagement

Survey will be open from 9am, Friday 5 September 2025 and will close 9am, Wednesday 15 October 2025.

Council meeting

A report 'Review of Community Halls' will be presented to Council at the Ordinary Council Meeting, 5:30pm Tuesday 9 December 2025.

Motion carried:
That the General Manger review the composition of Council's 'Community Buildings' portfolio in consultation with stakeholders and present a report to Council outlining options to enhance sustainable asset maintenance, strengthen risk management, and improve the delivery of community services in a financially sustainable manner.
