Here is an overview of all the activities involving community for the purpose of participation.

Overview

Growth Planning are publicly exhibiting a Planning Proposal to amend the Dubbo Regional local Environmental Plan 2022. These amendments will:

  • Make Information and education facilities permitted with consent in land zoned C3 Environmental management
  • Make Dual occupancy (detached) permitted with consent in land zoned R5 Large lot residential
  • Introduce a new clause regulating minimum lot size area for lots in multiple zones

The Planning Proposal and supporting documentation are on public exhibition until 9am, Monday 6 November 2023.

Key Amendments

Amendments to Land Use Tables

  • Amend the C3 Environmental Management zone to make Information and education facilities permitted with consent
  • Amend the R5 Large Lot Residential zone to make Dual occupancies (detached) permitted with consent

Amendments to Part 4 – Principal development standards

  • Introduce a new clause for minimum lot size for certain split zones

A Planning Proposal is a document that explains the intended effect of, and justification for, a proposed amendment to the Dubbo Regional Local Environmental Plan 2022. A Planning Proposal can be prepared by a proponent, however, it must be endorsed by Council and the NSW Government Department of Planning and Environment in order to take effect. This process must be undertaken in accordance with Division 3.4 of the Environmental Planning and Assessment Act 1979.

The six keys stages for amending the Dubbo Regional Local Environmental Plan 2022 are:

  • Stage 1 – Pre-lodgement;
  • Stage 2 – Lodgement and assessment;
  • Stage 3 – Gateway Determination;
  • Stage 4 – Post Gateway;
  • Stage 5 – Public exhibition and assessment (current stage); and
  • Stage 6 – Finalisation

The Towards 2040 Community Strategic Plan is a vision for the development of the region out to the year 2040. The Plan includes six principle themes and a number of objectives and strategies. This report is aligned to:

Theme: 2 Infrastructure CSP

Objective: 2.2 Infrastructure meets the current and future needs of our community.

Delivery Program Strategy: 2.2.5 Council maintains infrastructure and delivers services at the adopted service levels as agreed with the community

Submission Process

In accordance with the Personal Information Protection Act 1998, written submissions received by Council containing personal information may be made public when the matter goes before Council for consideration, as it may be included in Council’s Business Papers. Persons have the right to remain anonymous if they so choose by refraining from submitting their personal information, however, the submission may be given less weight in the overall assessment and consideration of the draft Planning Proposal.
