Overview
On 15 May 2024, Council and X-Elio Roma Hub Solar Farm Pty Ltd entered into a Planning Agreement.
This follows the approval of State Significant Development Application (SSD-9451258) by the NSW Department of Planning, Housing and Infrastructure on 28 February 2023, permitting the construction and operation of a 90MW solar farm at 30L Delroy Road, Minore.
Under the agreement, Council will receive $200,000 annually for five years, totalling $1,000,000.00. These funds will support social housing initiatives or eligible community benefit projects, as detailed below.
Growth Planning and X-Elio have prepared draft guidelines outlining the eligibility criteria and fund administration. These guidelines will be on public exhibition from 9am, Friday 4 July 2025 to 9am, Monday 4 August 2025.
We invite the community to have your say on the draft guidelines and provide feedback during the exhibition period.

In accordance with the Personal Information Protection Act 1998, written submissions received by Council containing personal information may be made public when the matter goes before Council for consideration, as it may be included in Council’s Business Papers. Persons have the right to remain anonymous if they so choose by refraining from submitting their personal information, however, the submission may be given less weight in the overall assessment and consideration of the draft guidelines.
