The Development Application

• Who is the determining authority of this project?

• Western Region Planning Panel, is the consent authority for this type of development.

• What is Council's role?

• The Application is submitted on behalf of the Crown (State) and will have a Capital Investment Value greater than $5 million, the development is considered ‘regionally significant’ under State planning legislation. This means that the application is to be assessed by Dubbo Regional Council.

  This requires Council staff to:

  • co-ordinate the assessment process and public exhibition of the application.
  • be the point of contact during the exhibition and assessment periods.
• What is the Western Regional Planning Panel (WRPP) ?
• The WRPP is a State Government panel comprised of two representatives nominated by Council and three representatives appointed by the NSW Department of Planning, Housing and Infrastructure.

  The WRRP will be the determining authority for this application.

• How long will it be open for feedback?

• The application is proposed to be extended beyond the standard 14 day exhibition period to 28 days during which time public submissions can be made to Council.

  In addition, the application would also be exhibited in the local print media to support feedback through YourSay.

• Who can make a submission?

• Anyone can make a formal submission on the DA during the public exhibition phase.

  Submissions must be in writing and include the following information:

  • Name
  • Address
  • Phone number
  • Email address

  All submissions for this DA must quote AU24/4676.

  Once the exhibition period has ended, you will receive a submission confirmation. While Council will not answer submissions individually, they will be considered as matters raised in the assessment of the development application and form part of the Report to the Western Regional Planning Panel.

  You will be separately notified of any public meeting to be held by the Western Regional Planning Panel, and also notified of the decision of the Western Regional Planning Panel. If the application is amended, it may be re-exhibited (at Council’s discretion).

• What is this development?

• A Development Application for a $27M Health Services Facility (Residential Rehabilitation Centre) at 58 Spears Drive, Dubbo has been submitted to Council.

• Where is the Dubbo Residential Rehabilitation Centre located

• The Dubbo Residential Rehabilitation Centre will be located at 58 Spears Drive.

• How and why was this site selected?

• Following an evaluation of Government-owned land across the LGA, Spears Drive was selected as the preferred site for the centre by the NSW Government and the Western NSW Local Health District.

  In announcing the Spears Drive location NSW Health said the site was adequately sized and met their requirements for the service to be located in close proximity to Dubbo's hospital.

• Who is delivering this project?

• The project is being delivered by Western NSW Local Health District (LHD) in partnership with NSW Ministry of Health Centre for Alcohol and Other Drugs.
