Overview

The Blueridge Precinct Development Control Plan (DCP23-004) was formally adopted at the Ordinary Council Meeting on Tuesday, 12 August 2025. It sets out detailed planning and design guidelines for future development within the Blueridge Business Park Precinct.

Currently, the adopted DCP applies to majority of the undeveloped land in the precinct, excluding a large central allotment. The proposed modifications aim to expand the DCP’s coverage to include the entire undeveloped area of the Blueridge Business Park.

Vision for Blueridge Business Park

The vision for Blueridge Business Park is to create a vibrant, well-designed business and industrial precinct that supports local employment and economic growth.

Future development will aim to:

  • Support the Southern Distributor Road and the broader transport network
  • Present a high-quality frontage along the Mitchell Highway, while protecting the amenity and function of nearby properties
  • Provide space for a mix of commercial, business, and light industrial uses that drive economic, employment, and social growth in the area
  • Encourage innovative and adaptable development
  • Enhance the streetscape and public spaces
  • Protect existing trees and increase tree planting across both public and private land
  • Deliver well-planned, efficient, and high-quality design outcomes that balance environmental, social, and economic sustainability.

A Development Control Plan (DCP) is a locally adopted plan that guides developers, landowners, Council and the community on how land can be developed and change over time, and includes measures such as planning principles, objectives, performance measures and acceptable solutions. It aims to ensure we can continue to develop our urban area with a strong emphasis on overall liveability, quality and sustainability.

The Dubbo Regional Local Environmental Plan (LEP) 2022 identifies a number of Urban Release Areas in Dubbo. A portion of the precinct is within the South-East Urban Release Area. Clause 6.3 of the Dubbo Regional LEP 2022 requires a site-specific DCP to be prepared prior to Council determining any development application on land within an Urban Release Area.

Persons have the right to remain anonymous if they so choose by refraining from submitting their personal information, however, the submission may be given less weight in the overall assessment and consideration of the draft Development Control Plan.
