Overview
The Growth Planning Team is publicly exhibiting a proposal to amend the Dubbo Regional Local Environmental Plan 2022 for land at 34L Pinedale Road, Dubbo (Lot 103 DP 1143590).
The proposal seeks to reduce the minimum lot size for this site from 8 hectares to 5 hectares, allowing the creation of additional large‑lot residential properties, subject to development consent.
Intended outcomes:
- Enable further subdivision for large‑lot residential dwellings, consistent with neighbouring properties
- Improve land use efficiency by developing already zoned and serviced residential land
- Increase the diversity of lot sizes to meet ongoing housing demand.

Submission Process
In accordance with the Personal Information Protection Act 1998, written submissions received by Council containing personal information may be made public when the matter goes before Council for consideration, as it may be included in Council’s Business Papers. Persons have the right to remain anonymous if they so choose by refraining from submitting their personal information, however, the submission may be given less weight in the overall assessment and consideration of the draft Planning Proposal.

A Planning Proposal is a document that explains the intended effect of, and justification for, a proposed amendment to the Dubbo Regional Local Environmental Plan 2022. A Planning Proposal can be prepared by a proponent, however, it must be endorsed by Council and the NSW Government Department of Planning and Environment in order to take effect. This process must be undertaken in accordance with Division 3.4 of the Environmental Planning and Assessment Act 1979.

- Stage 1 – Pre-lodgement;
- Stage 2 – Lodgement and assessment;
- Stage 3 – Gateway Determination;
- Stage 4 – Post Gateway (current stage);

The Dubbo Regional Local Environmental Plan 2022 is a statutory document that guides land use planning and development in the Dubbo Regional Local Government Area.
